What is the State of the UK's Digital Divide?

Digital Nation 2025, the latest annual infographic from Good Things Foundation, paints a stark picture of ongoing digital exclusion across the UK.

Using data from Ofcom, Age UK, Lloyds Bank, and its own delivery networks, the infographic shows that:

  • 7.9 million people lack basic digital skills
  • 3.7 million families fall below the minimum digital living standard
  • 1.6 million adults don’t have access to a device like a smartphone, tablet or laptop
  • 1.9 million households struggle to afford their mobile contract

The infographic shows that those most affected by digital exclusion include older adults (77% of those with no basic skills are over 65), people with disabilities (69%), and those without formal qualifications (47%). With rural areas typically home to older populations, the digital divide may disproportionately impact rural communities unless targeted support is provided.

But the report also highlights the positive impact of digital inclusion support. Good Things Foundation’s national network of over 7,000 community access points, combined with device and data banks, is helping bridge the gap. The economic benefit of improving digital skills for life and work is estimated at £36.7 billion, while individuals also report being healthier, more connected and better off.
