ONeill Homer is the social enterprise consulting arm of RCOH Ltd. We are a small team providing a range of neighbourhood plan making and other planning services to community clients across the South East, South West, West Midlands, Eastern and London regions of England. Our community clients are town and parish councils and neighbourhood forums, including 27 rural market towns and 112 parishes, often in National Parks, Areas of Outstanding Natural Beauty and the Green Belt.

We are now nearing our 200th neighbourhood plan project across more than 50 local planning authority areas in England. We are among the highest profile advocates of neighbourhood planning, helping NALC, SLCC, Locality and others to promote this vital part of the plan-led planning system.

We draft policies, we help analyse evidence, we help formulate spatial strategies, we carry out site assessments, we produce plan documents, we advise on community engagement activities, we prepare design codes and character appraisals, we carry out Sustainability Appraisals, and we help clients liaise with their local planning authority, other statutory bodies, land interests and sub-consultants. And we help project manage the plan making process from inception through the final examination stage. We tailor the services to meet the client's needs and to reflect their available budget and expertise. During and after projects we will often advise clients on important planning applications and emerging Local Plans, making written representations on their behalf and acting as expert witnesses at planning appeals and Local Plan examination hearings.

Neighbourhood planning has transformed rural planning over the last decade. It has allowed communities to plan for sustainable improvements to the housing stock and social infrastructure of their towns and villages whilst conserving their essential rural character. They have also supported rural economies by encouraging rural enterprise and by offering farmers and other land owners to diversify and to make land available for affordable housing schemes.

Our team is based in a splendid farm building conversion in rural West Oxfordshire. We have a blend of highly experienced and expert professional planners, architects, urban designers and sustainable development consultants. We combine a friendly but professional approach, with a strong focus on enabling communities to punch above their weight in the system.
