Call For Evidence: Rural Resilience and Off Gas Grid Heating

The All-Party Parliamentary Group (APPG) for Rural Services has launched a new inquiry examining the resilience of rural communities, with a particular focus on energy costs, off-gas grid homes and the transition to net zero.

The inquiry comes amid continued concern around the impact of rising fuel prices on rural households, particularly those reliant on alternative heating fuels such as oil, LPG or solid fuels. The APPG is seeking to better understand the challenges facing rural communities and explore realistic long-term solutions for decarbonising rural homes.

As Secretariat to the APPG for Rural Services, the Rural Services Network is inviting members, stakeholders and rural organisations to submit evidence to help inform the inquiry and support discussions with Parliamentarians and policymakers.

The APPG will be holding an evidence session with invited guests, alongside gathering written submissions from organisations and individuals with relevant expertise or lived experience.

The APPG is particularly seeking evidence and views on the following questions:

  • How do we support off-gas grid homes to ensure that they are not disproportionately impacted by external factors leading to significant price rises?
  • What realistic pathway exists to decarbonise off-gas grid homes?
  • Are there any challenges that will prevent rural communities from reaching net zero targets in relation to energy use in homes?
  • Are current policies working for off-gas grid homes?
  • How well does current Government financial support address the needs of rural homes in the transition to decarbonisation compared with non-rural homes?
  • What steps should the Government take to ensure that all rural homes can benefit from decarbonisation?

The inquiry aims to build a clearer picture of the practical and financial realities facing rural households, while helping to shape future policy discussions around energy resilience, affordability and decarbonisation in rural areas.

The Rural Services Network encourages members and partners to submit evidence, examples, case studies and policy recommendations to help ensure rural voices are fully represented within the inquiry.

Deadline for written submissions: 30 June 2026
